Some children have been known to shatter a window or two. Tempered glass can prevent this. Fogged thermal pane windows might need to be replaced if their seals are broken. New argon gas filled windows work well to insulate, while low-e coatings reduce the heat transfer for south facing rooms.

Here in Silicon Valley, we enjoy a very mild, sub-tropical climate. You may be surprised to learn that getting double paned windows will have only a very small effect on your energy bill in winter. It appears to be more helpful keeping cool temperatures in during our warmest summer days. (For energy savings year round, I do advise checking the heating ductwork in your crawlspace, if you have one. Often these become loosened and have large leaks of your warm or cool air. Usually this is a more dramatic savings area than windows for our region of California.)
